MINUTES of the ANNUAL PARISH MEETING held at Borrowdale Institute, Rosthwaite, on Wednesday 27th May 2009 at 7.30pm.

(These minutes are awaiting approval by the 2010 Parish Meeting)

1. Minutes.

All members had received a copy of the Minutes.
Resolved: that the Minutes of the Annual Parish Meeting held on 28th May 2008 be confirmed and signed by the Chairman.

2. Chairman’s Report 2008/2009 (Andrew Webb)

We had the worst flood since 1966. Although there was some damage to walls there weren’t any bridges damaged this time. Fortunately it is clean water and starts to go down within a few hours.
The Road. There was some serious work on drains recently, apparently resurfacing is due soon in parts of Allerdale, hope we’re included, it’s amazing how long it takes, very little progress in the last year.
There is a sustainable transport review just starting for the Lake District, DEFRA want National Parks to show lead in sustainability. They’re going to consider park and ride and public transport so we’ll have to wait a bit longer for solutions to our traffic and parking problems.
The new yellow lines at Gutherscale appear to be helping, they have removed the signs that everyone ignored.
Two Fingerposts have been restored, we are still waiting for the new fingers for one of them and for the Grange one to be moved before it can be restored, this project should be completed soon.
The squirrel project continues to be successful; I’ve only seen one grey squirrel all year, thank you again to those involved.
I’d like to thank all councilors, and in particularly our clerk who in addition to everything else has to deal with more bureaucracy each year.

3. Financial report.

The Audit Commission had approved of the Receipts and Payments Report for 2007/2008 and the statutory notices had been displayed on the notice boards last year before and after the Audit had been approved.
Audit 2008/2009 Notices relating to this years Audit have now been placed on the notice boards in the valley. Members of the public can request to see the financial records of this Parish during June.

4. Public Question Time.

Police Matters: No significant problems with crime have been reported in the valley. Pressure on infrastructure roads, parking, toilets etc with organized charity events continues. No resolution so far.
“The Community Travel Plan” Those present at the Annual Parish Meeting in May 2008 had a chance to comment and give ideas relating to concerns of travel on foot, bike or car in the area. Maps were used to put comments on. One outcome of that has been the recent painting of yellow lines in the Gutherscale area and NT preventing parking between the trees. The Police reported, so far no complaints or problems with these parking restrictions.
Resolved: to see how parking enforcement worked before raising once again the problem of cars parked in Grange.
Rosthwaite the drains around the area of Kiln Orchard and the NT car park. Some of these have been cleared but details of location of the old ones are difficult to find. The National Trust Car Park has since been resurfaced.

5. Matters Arising from Annual Parish Meeting Minutes 2008

Highway Steward Scheme is working very well and Clerk wrote to thank Highways for the work done by Stephen Metcalfe earlier in the year.
Drains are being kept clear which helps reduce flooding.
The Footpath between Four Lanes End Stonethwaite and Seatoller has been resurfaced.
Police mentioned a meeting on 9th July when it may be possible to lobby the authorities about the pressures up and down the valley. Maybe the LDNPA will consider a park and ride scheme!

1. Minutes

2. Declaration of Interest

There were no declarations of any personal or prejudicial interests related to the business of this meeting.

3. Public Participation

Police Matters PC Tim Hine and PC Alan Ashburner are the Valley Liaison Officers. Crime rate in the Borrowdale Valley is low. Criminals do target parked cars with equipment and possessions left on show, also property left below climbing crags. Police are trying to visit car parks earlier in the day to advise people as they arrive. LDNPA and NT do not favor further signs. No overnight stays in cars parks permitted, but difficult to enforce. Summer ahead predicted busy, some camp and caravan sites fully booked. Sergeant Gary Armstrong has been putting together on events diary with Mountain Rescue There are already 29 Charity Walks planned. New parking restrictions at Gutherscale. Police will enforce to begin with but may not have the manpower to continue throughout the summer months. Oil spilt on the Borrowdale Road had been reported. Borrowdale Parish Council is arranging a meeting with Richard Leafe, Chief Executive of The National Park about continuing and increasing pressures on Valley. Council thanked Sergeant Gary Armstrong for coming and the useful discussion.

4. Clerk‘s Report

(a) Footpath to School: Council not to pursue. Resolved: Clerk to tell Richard Weir.
(b) National Trust: request of ownership ground at Middle Howe, near bus shelter?
(c ) Gritting to School: Resolved: C/Cll Elizabeth Barraclough to request that the stretch of road between Four Lane Ends, Stonethwaite and Borrowdale School be gritted in future.
(d) Borrowdale Transport Issues: Keswick Youth Club and Keswick Neighbourhood Forum are organizing journeys up the Borrowdale Valley in the evenings for students.
(e) Bus Fares and Bus Timetables: Cost of fares has been queried with Cumbria County Council and Stagecoach. Concessions for students at school until they are 18 years requested.
(f) Timetables for buses and trains connections: Request that these reviewed.
(g) Restoration of Fingerposts: Work is going very well, helped by the good weather during March and the project is nearly complete apart from the Grange Fingerpost which needs the Council to move it back further from the road, it tends to get hit by vehicles. Letter from Longthwaite Youth Hostel has arrived too late to be considered. Resolved: Chairman to deal.

5. Correspondence Received

(b) Interim Chief Executive for Allerdale: notification Harry Dyke will hold the position.
(c) Parish Council Tours: organized by National Park - John Bennett dealing dates in September and further details later.
d) Community Parish Plans: Meeting 7th April at Millbeck - working papers sent out to John Bennett and Andrew Webb. The Clerk cannot attend.
(e) Cumbria Calor Village of the Year: No action or involvement

8. Matters for Information.

Borrowdale Valley Road: Letters of acknowledgement concerning the state of the Road received - a meeting to be arranged with Lake District National Park and others in due course.
Bus shelters request that they are kept tidy as they are the responsibility of Parish Council.
Friends of the Lake District who are supporting the Fingerpost Restoration Project have asked for a signage Audit of the Valley. This is to try to keep down amount of street furniture, blighting the landscape. Divided Valley into sections, everyone to look at their part before the next meeting.
The Borrowdale Gates Hotel offered to hold a tea party for raising money. Suggest that Church might appreciate this money raising offer.
Rosthwaite Village Shop to stay open this summer.
The Bowder Stone Letter copied to us from NT about people climbing (with ropes)
Kettlewell and Mary Mount Woodland still not fenced between these places.
Bus shelters Clerk’s request to keep these tidy as they are the responsibility of the Parish Council. The restored fingerposts will also be, now they are restored. (condition of funding)
Keswick and surrounding parishes - meeting at Millbeck - Borrowdale invited- Clerk away.

MINUTES Bi-monthly Meeting of Borrowdale Parish Council in the Borrowdale Institute, Rosthwaite, at 7.30pm on Wednesday 28th January 2009.

3. Police Matters

PC T Hine spoke and said he and PC A Ashburner were now to be Borrowdale Community Police Officers. Any of the Keswick Officers would respond to any request in Borrowdale but the emphasis was now once again on community policing. Now a web site, local crime reports, and problems that the weather had caused in the valley. Tuesday there was to be a meeting at Gutherside about the parking problems there and under Cat Bells. After months of discussions, double yellow thin lines are to be painted. Keswick Sergeant Gary Armstrong plans to attend next Borrowdale Parish Council Meeting.
Public Participation Mr Cooke explained that Rosthwaite Village Shop was no longer a viable business. A sad situation. Mr and Mrs Relph would be willing to stock general basic provisions at the “Flock Inn”. The matter of Daily Papers being brought into the valley not addressed yet. Council asked to support, change of use from shop to living accommodation.

4. Clerk‘s Report

(a) Footpath to School Clerk has spoken to Richard Weir. Consideration of cost as it would need a hard surface. How much is it be used, do children really walk to school in this valley? Better to tidy up what we have and maybe look at alternatives. Subject for next agenda.
(b) National Trust The steps down from the Borrowdale Road into the lower part of Great Wood to the lake have been revamped. Interpretation boards in car parks about looking after the valley may help prevent indiscriminate overnight parking. Clerk discussed with NT Officers. Walls and damage being repaired after dreadful storm of 25th October and bad weather since.
(c ) Model Publication Scheme and New Code of Conduct details of this have published on notice boards Clerk available for any requests by members of the public. Act in place by 31st December 2008
(d) Borrowdale Transport Issues Children wishing to return from Keswick during the evening being dealt with by Youth Club and Keswick Neighbourhood Forum. Cost of fares have been queried with Stagecoach but no concessions as yet.
(e) Gritting a huge issue, because the stretch of road from the Four Lanes End to School is not being gritted. Requests made, offer of money, school being closed. This unacceptable.
(f) Recycling This is remain the same for the time being.
(g) Grit Bin for “The How” The clerk requested one for this area around Middle Howe.

5. Correspondence Received

(a) Invitation to the Buckingham House Garden Party. No one prepared to accept.
(b) Letter about Street lighting in Borrowdale request to be withdrawn.
(c) Cast Iron Signposts Funding forms have been filled in and requests from local businesses to help made. Work to start in the Spring, all being well.

8. Matters for Information.

Borrowdale Valley Road Action needs to directed at LDNPA, and Cumbria Tourism who are always advertising people to visit the valley. Surely visitors should have a safe place to walk, cycle and drive to enjoy this beautiful area. The Parish Council seems powerless to get the road resurfaced satisfactorily.
Resolved Clerk to write letters to ask for their help. To suggest that they take time to walk, cycle and drive down the valley to appreciate the problems of state of the path and road. (Ullswater has had a new road surface!)
Resolved: the position of Parish Council Notice Board at Grange is to be changed permission has been given for the board be on the wall opposite the Grange post box.
Woodland between Kettlewell and Mary Mount. Cars have been parked here. The fencing needs to be replaced.
Wall at The How - who does that piece of ground belong to? the wall is still broken but this was felt was not a high priority job after all the other storm damage. Who owns this stretch of land? National Trust would like to know?
Digital Television coming soon! Being dealt by local television expert for Rosthwaite area.
Clerk’s request to keep bus shelters and surrounding areas tidy.

Minutes of the parish council meeting held on 4th December 2008

(This meeting had to be arranged at short notice to set a precept for next year, as we did not have a quorum at the last meeting)

1. Minutes

It was resolved that the minutes of the meeting held on 24th September 2008 be confirmed and signed by the chairman.

2. Declaration of interest

There were no declarations of any personal or prejudicial interests related to the business of this meeting.

3. Model Publication Scheme

It was agreed to adopt this scheme; however it was agreed the neither council budgets nor annual accounts should be put on the website, they of course being available for inspection if requested. As many documents as possible will eventually be put on the website, and enquirers will be encouraged to use it to reduce the clerk’s workload. The fee for paper documents will be 50p per page.

4. New Code of Conduct

This was adopted, excluding Paragraph 7, which is not required for parish councils.

5. Cast Iron Fingerposts

The clerk & chairman had managed to find a more reasonably priced supplier and it was agreed:
Seatoller post – chairman to contact Mr Pearson who had kindly offered to pay for this, with the intention that it be completed as soon as weather permitted.
Grange post – this would be paid for out of the current years budget, although we would try and get a grant; the quickest way would be for the Clerk to submit one to the Neighbourhood Forum – details from the chairman. The approx total cost would be £1100.
Stonethwaite post – this would be paid for out of 2009/10, an extra £500 was added to the precept, the balance would be funded by a grant and funds left from 2008/09.

6. Precept for 2009/10

The estimated expenditure as listed by the Clerk was accepted and the total was increased to £3,500 to cover the fingerposts, and a £50 donation to Keswick Citizens Advice.

7. Planning Applications

Bybeck in Grange application re adjacent farm land being converted to a garden was approved,
as was an extension at the rear of terraced house in Seatoller.

8. Future of the council

Whilst there was support for the idea of ending the parish council and going to an annual parish meeting, it was felt that this period of only five councillors may only be temporary and it should be given more time, especially in the light of government probably seeking to devolve responsibilities downwards. Both Sam Hicks and the Chairman are approaching possible new councillors; also the idea of a separate circular, with the Benefice News, telling parishioners that they may lose their council unless we get more councillors, could be tried.

MINUTES Bi-monthly Meeting of Borrowdale Parish Council in the Borrowdale Institute, Rosthwaite, at 7.30pm on Wednesday 26th November 2008.

(This meeting had no power to take decisions as we did not have a quorum. Two councilors were prevented from attending at very short notice, for unavoidable reasons. Another meeting will be arranged for December to set a precept for next year.)

There were no declarations of any personal or prejudicial interests related to the business of this meeting

3. Public Partition and Police Matters.

The Clerk not been given any reports from the Police or heard from them, although minutes and time of meeting had been given.
Lots of discussion about state of the valley after the recent storm and consequential floods with the few present.
State of lack of council members also discussed ideas for the future discussed with Tim Heslop our District Councillor. Report in Newspaper about importance of Parish Council?

4. Clerk‘s Report

(a) Footpath to School This requested project needs updating. Could there be “a footpath to school” across Richard Weir’s field? (the cable for the school computed for science crosses) Resolved: Parish Councillor G Metcalf to ask Richard Weir
(b) National Trust Clerk had a meeting with NT to discuss various matters. Resolved: The steps leading from Great Wood car park into lakeside area across the road were going to be reconstructed. People staying overnight in camper vans etc were going to be more carefully monitored and it was pointed out that they are taking income from farmers etc by camping on the road side and in NT car parks. The blocked footpath beyond Grange was going to be left, wild life being the priority in this area, there being plenty of other paths. The NT have the task of having most of the broken down walls to find funding for and mend.

5. Correspondence Received

(a) Amendments to The Code Of Conduct and Freedom of Information Act to be adopted and advertised. Resolved: Clerk to answer.
(b) LDNPA Reflections on water - rivers, lakes and the sea Resolved: A Webb to reply.
(c ) Wrought Iron Signposts Further discussion arising from the estimates we had been given and clerk’s meeting with one signpost restorer.

Old Joiners Shop at Grange “redundant building” Now thought to be used as holiday accommodation, its use being monitored.
Stone Barn behind Mountain View Cottages owned by Mr Ted Hughes work being done? Clerk had spoken to Enforcement officer about it and it was going to be monitored to see what was going on there.
The Methodist Church Grange - plans going ahead to use as an interpretive centre.
Seatoller Barn - no decision yet about it’s future with LDNPA.

8. Matters for Information.

Grange Bridge Gravel build up there, we cannot really deal with as so many other agencies are involved with this management.
Bus Shelters and surrounding areas, please can you keep tidy. Graffiti at Rosthwaite, Resolved: Clerk dealt with swiftly.
Recycling at Grange request. This is not possible at present as Allerdale are having great trouble selling the waste on at present.
Request to change position of Parish Council Notice Board at Grange has been refused. Clerk to make another request to try and change it’s position.
English Nature SSSI site in woodland between Kettlewell and Mary Mount. Cars have been parked here. The fencing needs to be replaced. Resolved: A Webb to deal with this.
He had also told Highways about the continuing problem of “Low Iron Work” along the Borrowdale Road that needed resolving.
Wall at Middle How still broken but this was felt was not a high priority job, highways had asked if this was a National Trust piece of ground and wall?
Date of Next Meeting. Chairman needs to arrange one to suit councillors so that minutes and precept can be signed and agreed before the end of the year. (The meeting closed at 9.00pm.)

3. Public Partition and Police Matters.

The Clerk not been given any reports from the Police or heard from them, although minutes and time of meeting had been given.

4. Clerk‘s Report.

(a) Discussion on the future of the council
Clerk had a few comments to make about lack of council members and no-one coming forward to join the Parish Council.
Two days previously many local residents had attended the Community Travel Plan Meeting organised by Keswick Neighbourhood Forum in Borrowdale. This showed how important it was to have a fully committed Parish Council. The bus services had been cut and although the clerk had reported that it was going to happen the implications of these cuts had not been fully realised by members of the council or residents. The school children from the southern end of the valley can now not stay to after school activities and Youth Club, and some local workers cannot get to work early or late. The price of fares for children still at school was prohibitive, especially now that the Government wants children to stay longer at school.
Resolved: The importance of Parish Councils in the Community should be explained. A meeting with C/Clls, CCC and others has been arranged to try and help resolve the present transport situation, a further meeting in Borrowdale arranged, to suggest resolutions.

(b) CCC Travel Plans KNF Meeting on 22nd September. After those complaining about the cut in, and price of transport in the valley had spoken and ideas discussed, the Highways Representative asked people to look at the ideas for safer future travel in the area and comment on “initial requests”.

(c) Care in the Community Mental Health Document - trying to improve where it applies.

English Nature SSSI site in woodland between Kettlewell and Mary Mount. Cars have been parked here. The fencing needs to be replaced.

Refurbishment of the traditional signposts at Seatoller, Stonethwaite and Grange. A Webb had some prices which were very expensive. Clerk to find out from different source.
National Trust Car Parks and lay-bys are being used by camper vans over night.
Resolved: Clerk to write to National Trust to stop this before it gets out of hand and a habit.
Rural Wheels A new way of travel in rural places.
Highway Steward Scheme report from John Bennett. Our Steward had been hard at work and deserved our thanks because we could see where drains had been unblocked, saplings cut, signs replaced and footpaths cleared. He had also told Highways about the continuing problem of “Low Iron Work” along the Borrowdale Road that needed resolving.
The grass verges had been well cut and hedges cut, but not so well (hacked)
Wall at Middle How still broken but this was felt was not a high priority job. The Steward would be back in the Valley in October and John Bennett would liase with him once again.

1. Minutes

All members had received a copy of the Minutes.
Resolved: that the Minutes of the meeting held on Wednesday 28th May 2008 confirmed and signed by the Chairman.

2. Declaration of Interest.

There were no declarations of any personal or prejudicial interests related to the business of this meeting

3. Public Partition and Police Matters

The Police Sergeant spoke of his commitment to community policing. PC Tim Hine is working with the Borrowdale Valley. Others would be known to the residents to cover all duty times. Crime is not a problem at present.
Councillors asked about parking - Gutherscale - The Police cannot solve the problems with out proper law enforceable signs. The next meeting is on 12th August.
Grange The parking in the village has got worse this year. Cars parked across footpaths and causing obstruction. Please report, because fixed penalty tickets can be issued. Trouble is that the next day it is a different person causing the problems.
Scams by telephone and mail. Please help police by reporting these and helping vulnerable people not to get involved.
New police number for all calls 0845 3300247 Keswick and Workington tel numbers are to be phased out.
The Council thanked the Sergeant for coming and speaking to the meeting.

4. Clerk‘s Report

(a) Vacancy for a new Councillor Letter from Miss D Howarth, received and was read out. Clerk had written to thank her for her help. Diane had been a very valued council member.
Councillors had asked various people to join the council but no-one had come forward yet.
Resolved: Councillors to make further enquiries to interest people in council work.
(b) Discussion on the future of the council Clerk suggested a change to a Parish Meeting as there seemed to be some benefits. It had been a struggle to find qualified to help with the accounts. More details are needed and thought given. Parish Meetings could be held twice a year. Planning and the squirrel project not affected or new Highway Steward scheme. No large precept at the moment all being spent on Insurance, Calc, Audit Commission and Clerk salary with expenses.
(c ) Allerdale Highway Stewardship Scheme The Steward for our Parish is to be Stephen Maxwell. He will work in the parish on highways for approximately five weeks during the year, doing reported jobs and reporting ones that need a highway team to tackle. Jobs needed to be done can be reported through “The Highway Hotline“, to a councillor or Clerk. John Bennett is liasing with the Steward. The next parish week will be from 18th August.
(d) Borrowdale Bus Some bus services up and down the valley will be cut in the early Autumn and the Parish Council cannot change this decision. The early morning one which is a pity for those who may use it. Keswick has a car share scheme now, (details available)
(e) Rural Wheels Elderly people can belong to this scheme so they can access transport to and from home on a regular basis. Details available to those interested.

5. Correspondence Received

(a) Walk across Morecambe Bay This in aid of the Red Cross to be held in September.
(b) Local Development Framework Open Space, Sport and Recreation Study This has been requested by the LDNPA. Knight, Kavanagh and Page, Bury Consultants. Resolved Clerk has dealt with the correspondence and questionnaire, for now.
(c) Mental Health Services in Cumbria Consultation being looked at by Mrs C Bell.

Three properties were brought to the attention of the council at the last meeting. The clerk had enquired of the enforcement officer.
The Pines Grange in Borrowdale, screening and reflected light from roof.
Abbots Bay near Manesty, decking has been built in the garden by the lake.
Seatoller Barn Seatoller Is it to be sold by LDNPA? Could it be for local housing? Reports in correspondence. No decision yet about sale of barn.
The permission for the conservatory at Grange Cottage was given although the Clerk had asked for comments from LDNPA after concerns were raised but no comment forthcoming yet. Chairman now enquiring.

3. Election of Officials for 2008/2009.

4. Election of Representatives to outside bodies.

Planning sub committee: A planning meeting for all councillors will be called the last Wednesday of the alternate month when and if important or controversial planning applications are received.
Borrowdale Institute: J Bennett.
Keswick Neighbourhood Forum: G Metcalfe.
Borrowdale School Charitable Trust and School Governors: Mrs C Bell - ( a school parent, will keep the council informed about school matters that may be of interest).
Resolved: The proposed appointments were approved by the Parish Council Members.

5. Clerk’s Report.

(a) Vacancies on the Council: Miss D Howarth will have to leave the council with regret as she is having to work on a Wednesday evening. Three new council members are needed. People have been approached and need to be asked by the clerk.
Resolved: The Clerk will follow up, and write a letter of thanks to Miss Diane Howarth.
(b) New Seat At Grange Bridge: The seat is there and is super, with a lovely old piece of seasoned wood as the seat. We hope people will enjoy sitting there by the river.
(c) Highways: Because of the Annual Parish Meeting and the Keswick Neighbourhood Forum proposed Community Travel Plan Meeting at the Recreation Hall Thirlmere on Monday 2nd June related concerns had been discussed at length earlier and highlights stuck to a map of the parish in the Annual Parish Meeting part earlier.( see APM Minutes)

6. Correspondence Received.

There has been a great deal of correspondence received by the clerk., most of which does not seem relevant in Borrowdale.
Resolved: The Chairman is to check it through.
(a) Local Development Framework LDNPA: Core Strategy Preferred Options Summary May 2008 This needs the views of the council.
(b) Standards Committee: Meeting but is same day as our “Community Travel Plan” one.

7. Finance.

The Annual Summary of Receipts and Payments. For Audit Commission - Bank Reconciliation Copies of these were circulated to the council members and they were discussed. The Account Book had been checked and was signed.
Resolved: The Chairman and Clerk signed the Account Book.
The Importance of Risk Management and Insurance. this is now a requirement by the audit commission. Council discussed. Clerk will once again set out a suitable schedule.

Footpath up grading: Hawse End to Manesty No 212009 recommended that it be up graded to Bridleway - Council has no objections or comments on the proposal.
Queries relating to planning to be made to LDNPA by the Clerk.
(1) The Pines at Grange - Breeze block shed with tin roof and storage tanks not screened.
2) Abbots Bay, near Manesty - new jetty seems to have been built on the Brandlehow side of the promontory into the lake.
3) Seatoller Barn - Council have heard it is to be sold. Please could it be used for local housing if this is true?
4) Outcome of a recent meeting at Gutherscale and the question of parking in the area. Resolved: A Webb will answer a letter that has come and clerk will enquire further progress.

9. Matters for Information.

Squirrel Project: A successful local meeting had been held recently and the new squirrel traps now in use.
Bus Shelters: Spring clean, Clerk asked for them to be checked and cleaned out by councillors.
Street light at “The Howe” reported missing.
Woodland by Mary Mount: permission to clear this had not been given The brush wood must be spread and the fence and gate restored. Scrub can be cut that overhangs the fence.

Resolved: that the Minutes of the Annual Parish Meeting held on 16th May 2007 confirmed and signed by the Chairman.

2. Chairman’s Report 2007/2008 (Andrew Webb)

The red squirrel project continues to be successful thanks to the time and commitment by John Bennett, Jonathan Vaillant and other volunteers.
Part of the main road has been resurfaced, but the rest of it is in a bad state, and trying to get it maintained still takes our clerk and others a lot of time and energy.
The traffic congestion entering Keswick is still being talked about but no progress has been made.
A very local family who were at the centre of our community, and totally involved in the school and parish council have been forced to move away, depriving this council of an excellent chairman. This is a shocking example of the harm house prices and the right to buy policy are doing to some communities.
Local housing no progress yet, still trying.
Obstructions caused by parking in Grange, on Honister and other places are getting steadily worse. Visitors are becoming less considerate, and when they see people getting away with it they become even bolder. They don’t seem to have found an acceptable solution at Gutherscale yet. Perhaps we should consider yellow lines like in Buttermere?
Prince Charles visited us again and opened the new school playground. He was delighted by our small school, his visit and the playground were particularly enjoyed by the children.
Thank you, to our clerk and councillors for everything they have done throughout the year.

3. Financial report.

The Audit Commission had approved of the Receipts and Payments Report for 2006/2007 and the statutory notices had been displayed on the notice - boards last year after the Audit had been approved.
Audit 2007/2008 Notices relating to this years have now been placed on the notice boards in the valley. Members of the public can request to see the financial records of this Parish during June.

4. Public Question Time.

Police The police were not represented at this meeting.
Little crime had been reported except theft of car hub caps in Grange.
Public Question time developed into the “Community Travel Plan” Discussion which was the important part of the Agenda. “The Community Travel Plan” has been drawn up to give the various community areas a chance to give their ideas to “Highways” about concerns relating to travel whether on foot, by bike or car in the surrounding area. The Meeting is organised by the Keswick Neighbourhood Forum and is on Monday 2nd June 2008 at the Thirlmere Recreation Hall. Points and ideas raised were attached to a Parish Map and the Clerk made the list below as a record of everything discussed to improve our surrounds.
Squirrel rope ways have been removed along A591 Thirlmere. Will they be relocated when project there finished?
Could caravans and delivery vans come into the valley at quieter times?
Maybe yellow lines should be considered through the village of Grange.
Gutherscale problems have still not been resolved. Clerk will enquire.
The follow up meeting to the one on Monday at Thirlmere is to be in The Borrowdale Institute Rosthwaite on Monday 22nd September 2008.

Broken drains under Cat Bells and cause regular flooding.
Huge hole on land by the Post Box (whose road is it?) near Manesty Woods under Cat Bells.
Gutherscale problems of parking continue.
Drains at Kiln Orchard where the National Trust car park is. They need mending so that the NT can resurface the area.

(a) Vacancy for a new Councillor Notices had been put on the Parish Notice Boards as required, but no-one had declared a interest or contacted the Clerk
Resolved: To place a notice in Rosthwaite Village Shop and councillors to ask residents.
(b) Highways
“Low Iron Work” where the road had been resurfaced in the Autumn was still not repaired although it had been requested many times.
The Clerk had also requested that the southern end of the valley be resurfaced in the near future but had heard nothing.
Resolved: Clerk to report to Highways Hotline: Broken wall at The Howe and 30mph Sign ref. 258147. Broken wall beyond Stonethwaite Lane End opp. camp site map ref. 255140.
Elizabeth Barraclough talked about the new Highways Stewardship Scheme soon to be introduced. Allerdale were advertising for men locally to deal with some highway maintenance jobs that could be done by one man. ie drain clearance, ditches, signs. Councillors, Clerks and others could report to him locally and he would be able to report more major work necessary. It could resolve a number of local problems we are always complaining about.
(c ) School Catchment Area and Parish Boundary Map found with parish boundaries marked era 1972. Borrowdale School is Voluntary Aided, so decides its own admissions policy and catchment area. Cumbria County Council decides on school transport and on what it believes to be the catchment area
(d) Mobile Library is no longer coming to the Borrowdale Valley

Adult Social Care in the Community Mrs C Bell has been looking at this for the council. Her comment that it was hoped that the plans did not just develop into care home facility, and all the other clinics and facilities at the hospital be lost.
Keswick Neighbourhood Forum Meeting To be held at Thirlmere on Monday 2nd June with the Highways to discuss their Community Travel Plan in respect of Borrowdale and St John’s Castlerigg and Wythburn.

MINUTES Bi-monthly Meeting of Borrowdale Parish Council in the Borrowdale Institute, Rosthwaite, at 7.30pm on Wednesday 30th January 2008.

Councillors agreed it should be Chaired by the Vice Chairman, A Webb. Andrew was welcomed by the council after his accident. Mrs V Metcalfe had resigned at the end of 2007. The Clerk to write a letter of thanks for all the hard work she had done whilst on the Council and as Chairman. It was hoped it would not be long before Vanessa and Gary were back living in the Borrowdale valley.

All members had received a copy of the Minutes. Resolved: that the Minutes of the meeting held on Wednesday 28th November 2007 confirmed and signed by the Chairman.

There were no declarations of any personal or prejudicial interests related to the business of this meeting.

3. Public Partition and Police Matters

Pc Gavin Matthews reported that there had been no recent targeted theft in the valley or other problems.

4. Clerk‘s Report

(a) Grange Bridge Seat A Webb will progress with this.
(b) Closer to Home Primary Care Trust NHSThis consultation document had been returned by J Bennett.
(c ) CCC Adult Social Care in The Community There are five cottage hospitals in Cumbria and a consultation document has been circulated. Keswick’s Ravensfield Care Home could be linked with our hospital on the same site . They would then be sharing the same services. Resolved: Mrs C Bell will fill in this document with our comments on behalf of the Council.
(d) Borrowdale Road and Access into Keswick Series discussion not taken place yet.
(e) Highways Notice of Highways teams coming into the valley on 7th January 2008 to work on various jobs that have been requested. Reports of some drains cleared but not sure of other jobs done. The Manhole covers and Drain ironwork have never been raised in line with the new surfacing work by Great Wood and Barrow House in the autumn. The road is dangerous. The road surface at the southern end of the Borrowdale Valley is in an awful state and is very dangerous especially for cyclists. Resolved: C/Cll Miss E Barraclough and the Clerk to report once again and liaise about work. The Clerk to ask if other parts of the valley can be resurfaced. Highways have been given some extra cash lately to spend on road repairs.

(a) School Catchment Area and Parish Boundary. Contact with the various bodies has still not been resolved. C/Cll Miss E Barraclough is to enquire.
(b) Allerdale report for 2007, Highways 2007 and CCC 2007.
(c) Letter from Mrs Gordon re Borrowdale road and access into Keswick and ideas. Resolved: Clerk had acknowledged and ideas noted.
(d) Code of Conduct Revised Resolved: Clerk has dealt with this and forms copies have been sent to Allerdale as requested.
(e) Clerk’s Course Resolved: Clerk to attend four meetings ½ share of total cost £40.00

Lodore Falls Hotel New plans will be submitted for windows and balconies. The Council suggested that a request for the sodium lights in the car park and garage area to be updated. They shine across the lake at late hours into the night.

Footpath at Seathwaite 212038 Rerouted whilst a barn is being constructed.

8. Matters for Information

English Nature SSSI site in woodland between Kettlewell and Mary Mount. Work is being done clearing the woodland or some of it. Resolved: A Webb to enquire if this is allowed.
Squirrel Project: Continued success with this project. The new traps not received yet. J Bennett will ask NP Warden about progress with traps.
Parish Plan Children’s Playground: The Project moves slowly, and NT need to be asked how they are going to organise their car park area. A design needed for the playground and diagrams have been sourced. Equipment still promised and manual work can be carried out by people who come to Glaramara House Outdoor Activity Centre. Claire Bell has now joined the sub-committee of Miss D Howarth and G Metcalfe.
Recycling: A tin/can bin at the Sca Fell Hotel has arrived.

4. Resignation of Mrs Vanessa Metcalfe from Council and as Chairman.

This was discussed by the council and because Vice Chairman Andrew Webb has been injured in a road accident and cannot be at the meeting it was decided that Vanessa would continue until the end of the year 31st December 2007.

5. Clerk‘s Report

(a) Grange Bridge This is being dealt with as minuted and discussed at last meeting.
(b) Closer to Home Primary Care Trust consultation on providing more local healthcare in North Cumbria. Resolved: Discussed at meeting John Bennett will fill in the form and Gary Metcalfe will take it to the Keswick Neighbourhood Meeting on Monday 2nd December 2007.
(c) Borrowdale Road and Access into Keswick Resolved: Meeting of Keswick Town Council to be attended by council representatives.

(e) No Smoking signs in Bus Shelters Resolved: Gary Metcalfe to paint it on the wooden beams of the shelters.

6. Correspondence Received

(a) Hunting. Mrs V Metcalfe and The Clerk met with Keswick Police after receiving a letter from them. Hunting issues were discussed in full. The Police monitor the hunt. The police are in a difficult situation and feel they are doing their job well in this respect. They could be seen as doing the harassing.
(b) School Catchment Area and Parish Boundary. Contact with the various bodies has been made but no progress C/Cll Miss E Barraclough is to enquire.
(c ) Allerdale Citizens Advice Bureau Keswick. Resolved: A donation of £50 was agreed.
(d) Polling Places and Districts Review. Resolved: No Changes needed in Borrowdale.
(e) Cumbria Constabulary. Invitation to a meeting to discuss purchase of a portable speed monitor. Resolved: Borrowdale Parish Council not interested in helping to fund one of these.

7. Finance

Statement of estimated expenses and known payments The statements were passed to councillors and discussed (see accounts) Resolved: A precept would be requested of £3,500 for 2008/2009 Proposed by S Hicks - Seconded by Miss D Howarth
Borrowdale Institute Christmas Lights Council agreed to renew any broken bulbs and that the Parish Council would pay for this cost of electricity for having the lights again this year. They would be switched on Friday 14th December at 6pm. The School would be told so the children could come. There was a children’s disco later that night. .

8. Matters for Information

Chairman of the Parish Council: Vanessa Metcalfe was asked to continue until the end of the year. Maybe then the Vice Chairman could take over until the Annual General Meetings in May. It is requested that G Metcalfe continues until that time. Resolved Clerk to enquire as to whether G Metcalfe can continue after the AGM., as this was a newly elected council in May 2007, even though he is going to be living outside the Parish.
LDNPA Enforcement Officer: A report made about Penny Brig at Grange being made into two homes. Resolved: The Clerk to enquire.

The Parish Council thanked Vanessa Metcalfe for all the work she had done for the council over very many years. They hoped her family would soon be back living in Borrowdale.

4. Clerk‘s Report

(a) Grange Bridge The 1977 Queen’s Jubilee Seat by the bridge was broken. A replacement for it was discussed outlying the alternatives to a wood one. Agreement. Resolved: A Webb would ask Lakeland Stonecraft to make a new one with stone supports, a wooden seat and Jubilee 1977 on it.
(b) Borrowdale Housing Survey by Allerdale Carried out during the summer. Posters had been put up to ask people to support and return this simple survey. Results unknown yet.
(c) Borrowdale Road and Access into Keswick Discussed at length because nothing has been done since last we wrote. Council made some new suggestions. Could the short stretch of The Borrowdale Road out of Keswick be controlled by the police or traffic wardens in the afternoons and the traffic be directed the other way along the stretch? Could this road be open to two way traffic? Concern if there was a bad accident in the valley as to how the emergency vehicals would get out, especially when the traffic is piled up along the narrow stretch by Bowe Barn. Resolved: The Clerk to write, and quote from our previous letters.
(d) Highways The Valley looks so much tidier, although there are some stretches that have not been cut and the council wonders why? The Rosthwaite Loop has not been done and the area around Grange Bridge is bad. Two stretches of the road are to be retarred shortly and rather than the road being closed long delays will be advertised. No news of the suggested Earth Bank along the roadside at Ashness and Barrow House. Sign at Rosthwaite still broken and a rusty sign in Great Wood now revealed needs renewing. Resolved: The Clerk and John Bennett to enquire and deal.
(e) New Code of Conduct The revised code of conduct that has been adopted by the council and the establishment of the register of financial and other interests must now be advertised. Resolved: The Clerk to advertise it in the Keswick Reminder.

(b) V.A.C. Review of Parish Plans and Action Plan Workshops
(c ) Meeting of Community Board Vanessa reported but they were not progressing as no funding or power had been given to them. K.N.F. best to deal with local issues.

6. Finance

Return of the Annual Audit: This has been signed and returned with no comments. Notice of this have been placed on the Parish Notice Boards. Question should it be on web site? Clerk not in favour as people can ask if they want to see it.
Discussed: Clerk is to be paid for one extra hour per week from November 2007, so making four hours per week. Clerk thanked the council.

8. Matters for Information

Hunting: Issues relating to this were brought to the councils attention. Some farmers who did not want the hunt on their land were experiencing intimidation by hunt and followers. Rules for drag hunting are not being followed or carried out correctly. The hounds used are not trained or breed to drag hunt on the terrain around Borrowdale. Whether we like it or not there are hunting laws. What are the police doing about theses problems? Resolved: The Clerk to write to the Police, National Trust and relevant bodies.

Borrowdale School Governors: They request support from the Parish Council to ask County if the School catchment area for attending school and transport to the school could be in line with the Parish Council Boundaries. Resolved: Clerk to deal.
Rosthwaite Sign: on south side of village is missing. Resolved: The Clerk to report again.
Chairman of the Parish Council: Vanessa Metcalfe asked to be stood down as Chairman at the next council meeting.
Keswick Neighbourhood Forum: Gary Metcalfe to attend on Monday 1st October.

As both our Chairman and Vice Chairman were absent the Parish Council members unanimously decided that C/Cll Elizabeth Barraclough should chair this meeting.

Resolved: that the Minutes of the meeting held on Wednesday 16th May 2007 be confirmed and signed by the Chairman.

3. Public Partition and Police Matters

No members of the public were present. Apologies had been received from the police.

4. Clerk‘s Report

(a) Co-option to Council Mrs Claire Bell was welcomed to her first full meeting.
Mr W Bland was co-opted to fill the other vacancy. He was also welcomed by the members.
(b) Community Travel Plans Each local parish is being given the opportunity of meeting with Highways at Keswick Neighbourhood Forum Meetings to highlight local concerns. These could include road safety, for drivers, cyclists and walkers and how roads could be improved, paths cleared, signs, road markings more appropriate to today’s volume of traffic. It will be a chance for concerns with maintenance of Borrowdale to be raised. We hope it will be the turn of this parish soon.
(c) No Smoking Signs Because the bus shelters have three sides, and a roof they are required to have no smoking signs in them.
Resolved: A council member will paint the necessary sign on the beams in each shelter so our “duty of care” is carried out.
(d) Code of Conduct Books with the revised code were handed out, as the new code must be adopted by the council. The changes were discussed and code agreed.
Resolved: The new code was adopted (12)2 by all the Council Members present and the appropriate new forms filled in by the council members.
(e) Appointment of Parish Member to LDNPA John Hayton of Lorton has been elected to serve on LDNPA as representative of Parish Councils from the Allerdale District.

5 Correspondence Received

(a) Clean Neighbourhood and Environment Act New responsibilities for dog owners, come into force. Resolved to request that officers attend a KNF meeting rather than come to our meeting.

6. Finance.

Bank Mandate Form. The bank are dealing with this at present.
The Importance of Risk Management and Insurance. How it is managed.
Resolved: Clerk has set out a schedule suitable for council. Subcommittee (J Bennett and A Webb) set up to monitor this and the finance will be discussed in November as usual. Records of agendas, minutes, accounts are to be sent to A Webb by email ( reports, minutes and agendas are already sent to this PC Member for the Parish website). A back up set of records will then be established for the council.

7. Planning Matters.

Breach of planning regulations. Deer Close - dealt with by LDNPA Enforcement Officer Bill Murray.
5 Chapel Howe Stonethwaite - No action taken.
Footpath 212038 at Seathwaite Temporary prohibition of pedestrians on this footpath whilst a new farm building is being erected. Alternative path is to be used. (Council asked if NT could put up better sign to help walkers- P Barron would deal with this).

8. Matters for Information.

Parish Plan: Children’s Playground at Rosthwaite. Further meeting has taken place with the NT and farmer and progress made. A footprint of the area needs to be made as to what it will all look like, the entrance to the car park and space for play area.
Squirrel Project: Continued success with this project. Those involved need to see it as a long term project to prevent the greys becoming established in the valley. Encouraging the red squirrels to use the feeders helps with their well being. More traps are ordered now that we have further funding. There are a number of red squirrels in Johnny Wood now.
Rosthwaite Litter Bin: This was moved as requested but it is back again on Kiln Orchard side of the road. The bin is still not being emptied and the wall has been broken by the toilets and the whole area both sides of the road is untidy. Resolved: Clerk to deal.
Recycling: Allerdale have provided further recycling to some homes in the valley.
Ashness Lane End: Suggested that maybe Highways could put an earth bank there to stop the cars parking. The Police had “no waiting signs” but they cannot be there in the long term.
Verges and paths. A promise to cut these 14th June had been given but only some had been done. Odd places up the valley and in some places that were not usually cut.
Rosthwaite Sign on south side of village is missing. Resolved: The Clerk to report.
Idea for discussion. From National Park Warden. Borrowdale used to have a few hydro schemes could these be reintroduced. The idea well received and will be further developed. speak to Allerdale.
They need and want to acquire smaller rubbish lorries to make access easier in rural areas.

5. Election of Representatives to outside bodies.

Planning sub committee: A planning meeting for all councilors will be called the last Wednesday of the alternate month when and if planning applications are received.

Keswick Neighbourhood Forum: G Metcalfe.
Borrowdale School Charitable Trust: Mrs V Metcalfe - (Proceeds from Borrowdale Raffle and part of funds from the Flower Show allows the School to continue if the was a crisis).
Borrowdale School Governors: Mrs V Metcalfe.
Resolved: The proposed appointments were approved by the Parish Council Members.

6. Clerk’s Report.

Vacancies on the Council: Two council members are needed. Mrs Claire Bell has agreed, the meeting are proposing to co-opt. The other vacancy will be advertised in Benefice News.
Resolved: Mrs C Bell co-opted onto council - proposed A Webb seconded Miss D Howarth.

Allerdale Government Consultation CCC bid for a Single Council in Cumbria:
CCC put forward a proposal for a Unitary Council with Community Boards (35 areas in Cumbria)
Five pilot schemes, one in Keswick. Meeting with various representatives from Keswick Town and the surrounding Parishes next Tuesday (Miss D Howarth to attend).
This first meeting to discuss how it might work. Grass cutting, verges, road maintenance, rubbish collection, local initiatives etc., devolve local government to local boards with budgets.
Keswick Neighbourhood Forum: At last meeting Highways prepared to consider the Braithwaite area for comments from public on all aspects of roads, maintenance, safety and improvement for the future. Borrowdale will have a turn as all parishes round Keswick.
Borrowdale Road: Discussed because the clerk had received a letter from Highways saying there was no money to resurface the road or maintain it to a high standard. Quick repairs with cold tar are worthless - Hot repairs would be more value and should be requested.
Resolved: Maybe clerk should write to MP. Residents sue Allerdale for damage to their cars. No thought is given to the number of road users in the valley, a very high number of tourists resulting in many heavy delivery lorries.

8. Finance.

The Annual Summary of Receipts and Payments. Copies were circulated to the council members and they were discussed. The Account Book had been audited by Tim Stephens acting as our internal auditor this year. Resolved: The Annual Accounts for 2006/2007 be approved and the Annual Return sent of to the Audit Commission. The Chairman and Clerk signed the Account Book The council to thank Tim Stephens for his work.
Bank Mandate Form. A new form is needed so this signed by members of the council.
The Importance of Risk Management and Insurance. this is now a requirement by the audit commission. Council discussed: Clerk will set out a schedule suitable for this council.

Borrowdale C.of E. Primary School 2113 Extension to provide a Nursery Teaching Area. - The Parish Council supported this application.
Breach of planning regulations. Deer Close - 5 Chapel Howe Stonethwaite - being dealt with by LDNPA Enforcement Officer Bill Murray.

10. Matters for Information.

Parish Plan: Children’s Playground at Rosthwaite. Meeting arranged with NT Farmer and Miss D Howarth to deal with the legal side of land to be used. Highways to be involved because the NT car park has to be moved away from the Institute nearer the toilet area so the playground can be in it’s place. New agreement for the lease of the land.
Squirrel Project: Progressing well, reds are seen. The extra funding will be a great help.
Bus Shelters and Notice Boards: Spring clean, check of them all needed. Councillors to act.
Street light at Stonethwaite Lane End: Has been mended.
Rosthwaite Litter Bin: This was moved as requested but it is back again on Kiln Orchard side of the road - a watch will be kept!
Recycling: The subject was raised and sadly people had taken recycling things to Keswick only to find the bins full there! Council are still hoping for more recycling in the valley. Resolved: The Clerk to speak to Allerdale. They need and want to acquire smaller rubbish lorries to make access easier in rural areas.
Borrowdale Institute: This is being redecorated. Council commented on how nice it looked.

MINUTES of the ANNUAL PARISH MEETING held at Borrowdale Institute, Rosthwaite, on Wednesday 16th May 2007 at 7.30pm.

Present: Mrs Vanessa Metcalfe (Chairman) J Bennett, Miss D Howarth, A Webb, and Mrs S Bickerdyke (Clerk)
Also present: C/Cll Miss E Barraclough, D/Cll T Heslop and PC Karen Clark. And two members of the public: Mrs C Bell and Mrs S Dowie

1. Minutes.

All members had received a copy of the Minutes.
Resolved: that the Minutes of the meeting held on 31st May 2006 be confirmed and signed by the Chairman.

2. Chairman’s Report.

I would like to mention a few things that have happened during the year or moved forward, through 2006/2007

The Parish website has been set up and we must thank Andrew Webb for doing this. It has details of our meetings and business of the meeting but also details of opening times of the Post Office and Village Shop and the Borrowdale bus timetables. The website is simply borrowdale.org.uk

The Honister Rambler Bus is to continue its service this summer due to pressure from the Parish to retain this valuable and well used service.

The Hospital seems to be kept open anyway for now after all the uncertainty of the last twelve months. The health service has seen so many changes.

Red squirrel project is proving a great success and giving pleasure to many people. John Bennett has worked hard to organise and promote this and the Chairman and council thank him especially. The red squirrels are using the feeder traps so they are being seen on a regular basis in the valley and gardens once again.

Keswick Town Councillor Martin Jordan came one meeting to show us their home building plans to help relieve the housing shortage in Keswick. It was interesting to see where it’s possible to build houses in the future within the curtilage of the town.

The council decided that it would hold planning meetings the last Wednesday of the alternate month if needed, (some of the planning applications were difficult and should be looked at by all the council members for their comments) One had been held.

As Chairman Vanessa had met HRH Prince Charles when he visited Borrowdale earlier this year. A happy February afternoon meeting the school children, residents of the local houses and others.

Mr B Jenkinson and Mr D Robinson had left the valley during the year. They were thanked for their work on the council for the many years they had served.

The Clerk and Parish Councillors were thanked by the Chairman for their support and help once again during the past year.

3. Financial report.

The Audit Commission had approved of the Receipts and Payments Report for 2005/2006 and the statutory notices displayed on the notice boards. The Clerk distributed copies of the Receipts and Payments Report for 2006/2007 to the members. They were commented on and approved by the meeting. A letter of thanks to Tim Stephens to be sent. The accounts now have to be sent to the External Auditor (Audit Commission)

4. Public Question Time.

Grange Old School. An unpleasant situation has arisen there about who would be renting the new houses if they were to built. There will be a further consultation period of six months. The Parish Council still supports this project.
Police Matters. Borrowdale is quiet at present and there have been no reports of vandalism. People parking causing obstruction is now a problem for the police. They have issued tickets but then a different person will be there next day. The worst places are on the Honister Pass Road and near Ashness Lane End where the retaining wall has just been rebuilt. The National Trust have been asked if large boulders could be put there.
Fire Risk. A long hot summer is forecast and already people are fly camping and the Police are moving them on to recognised camps. These people light fires, leave litter, and are a fire risk in the area, especially the woodlands. Resolved. The public are being asked to report cars parked inappropriate places to the police. Police are looking into their powers in dealing with fly campers on Private Land, National Trust Land and Land within the National Park. ( The question of cars parked inappropriately on the Borrowdale Road was the topic last AGM - a year on and a still no solution and a continuing complaint.)
Roadside Verges etc. and maintenance. The dialogue goes on with Highways.

MINUTES of Bi-monthly, Parish Meeting that was held at the Borrowdale School, Stonethwaite, at 7.30pm on Wednesday 28th March 2007.

Present: Mrs V Metcalfe ( Chairman) J Bennett, Miss D Howarth, G Metcalfe, A Webb and Mrs S Bickerdyke (Clerk).

2. Declaration of Interest.

There were no declarations of any personal or prejudicial interests related to the business of the meeting.

3. Public Participation.

No Police were present.
Rosthwaite Toilets: Concern about vandalism in the men’s toilets and around the telephone box. Sad because they have recently been refurbished and it is expensive to keep them open and cleaned. They provide a service to the visitors as well as residents and it would be appreciated if the local community could support these facilities especially as the National Park have no obligation to keep toilets open at Rosthwaite.

4. Clerk’s Report.

a. Roadside verges: Our promised tidy up has not really been done. Contractors have been up the valley on four occasions but there are still areas that need tidying and cutting back. Administrative costs for all the “works orders” must be huge.
b. Boulders at Ashness Lane End: The National Trust are dealing with our proposal of boulders being placed there, when it is established who owns the land.
c. Squirrel Project: This project is a great success. Red squirrels are using the feeders which inturn attracts the greys to look for feed there too. Hence they can be trapped. Keswick Neighbourhood Forum have provided us with a £500 grant so now we can purchase other feeder/traps, and nuts for them. Quite a number of Red Squirrels are seen in the valley again.

5. Correspondence Received.

a. Parish Council Elections: All councillors are willing to stand again for re-election. The election Papers to be filled in at the end of this meeting and returned to The Offices for Allerdale at Workington by Wednesday 4th April by the Clerk.
b. Way marking of the Cumbria Way: Council have no objections of small signs in Rosthwaite marking this route for the re launch of the Cumbria Way.
c. Cumbria in Bloom: Valley will not enter this completion.
d. Safety in Church Yards: Responsibility for our graveyards and whether they are safe. Papers from the Department for Constitutional Affairs Coroners Unit - passed to Rev G Pye.
e. Policing Service Cumbria: Stakeholder event 26th April 2007 Borrowdale not attending Apologies sent.
f. The Dog Control Order: Regs. 2006. - The Fouling Of Land by Dogs No2 Order 2007.
g. Minerals and Waste: Borrowdale does not have any disposal sites.

6. Finance.

Andrew Webb proposed that the notice boards should have the name of the Parish Council on them. The cost would be approx. £10 per board. Resolved. That they should be made.
Resolved: To make payments for this at next meeting as agreed and discussed.
Audit Commission: Michael Newbury will be auditor for Borrowdale.

7. Planning Matters.

With Planning Board:
Tor House (Swanesty) 2037 Councillors looked at this application at a planning meeting held on Wed. 28th February There were no objections, council members present felt that they should not comment on the finished colour.
Lodore Falls Hotel 2038 No application to alter the windows to accommodate the balconies. Some of the windows are already being altered.
Hollows Farm 2014 Caravan for camp site warden (seasonal). Campers misbehaving reduced since presence of seasonal warden. Council supported. Suggested that it would be less intrusive if caravan was sighted at the south end of the field. Resolved: A Webb to see the Farmer about the field site for the caravan.

8. Matters for Information.

Parish Plan: Children’s Playground at Rosthwaite. Councillors need to speak to Peter Winter LDNPA about the use of the a National Trust owned field in the village.
Footpath to school. “Better ways to School” Council engineer to visit school and discuss funding for this project and available land adjacent to road.
Honister Ramble Bus and Borrowdale Bus. New summer timetables now available.
Borrowdale Institute. The management committee is short of members. It was suggested that the Rev Gay Pye be asked to join or her husband.
Ashness Lane End. The NT have been asked whether boulders along the roadside would prevent people parking. We wait to hear.
Housing Seminar in Grasmere. A report of this is being circulated. A National housing needs survey. Could absent home owners let property on long leases to local people?
Local Development Framework. Comments for the next 6 months can be added to web site.
Stonethwaite Lane End. Glass over street light has fallen out. Resolved: Clerk to report.
Borrowdale Road. It is now in an unacceptable state and patching is a waste of time. The massive amount of traffic, visitors ,delivery vans, coaches, cyclists, residents etc. does not seem to be appreciated by the Council. Resolved: Clerk to write and C/Cll E Barraclough to raise the matter. Discussed. that maybe money could be diverted to the various land owners to keep the valley roadsides tidy. Farmers have the equipment and may welcome the money and the work.

4. Clerk’s Report.

a. Roadside verges: J Bennett had sent a note to the council about all the discussions he had had with the highways engineer responsible for keeping the roadsides tidy in the valley. Some work had been done and as usual more is promised. He will keep us updated.
b. Street Light at Rosthwaite: Having requested repair of this since 28th September 2006 at various times the threat of HRH Prince Charles visiting Rosthwaite prompted quick response and the repair only took 2 hours with little disruption!!!
c. Boulders at Ashness Lane End: The plastic posts are all destroyed now after being hit by traffic and battered by the storms. Resolved: The clerk to find out who owns the land and may be the National Trust could place boulders there,as this may then stop people parking.

5. Correspondence Received.

a. CALC: World Heritage Site. See correspondence referring to on going meetings between Calc and the Lake District National Park.
b. LDNPA: Development Framework. A Webb and Mrs V Metcalfe had responded to the form. One point they made was to keep small homes small i.e. not allow huge extensions.
c. CALC: Election of Parish Representatives. Council felt they did not want to be considered.
d. Wind Farms: Comments from their form sent by email from A Webb.
e. CCC. One Council One Vision One Voice: Meeting with Calc and the Councils, Resolved: A report will be given later by Clerk who will attend.
f. Allerdale Open Space Audit and Housings Needs Survey: Notice of these read out. From April 2007 Housing Services will be completing “Housing Market Action plans in rural areas“.
g. Trees: Preservation tree orders can now be found online at www.lake-district.gov.uk “Living In / Tree Preservation”
h. Hospital Update: Well attended Meeting in Keswick between officials representing PCT’s CATS - NHS their statements about health care provision and questions from those attending. The Parish Council continue to support Keswick Hospital.
i. Invitation to Rural Housing Seminar Grasmere: HRH Princess Ann is attending this. Diane Howarth and Vanessa Metcalf have requested to attend but numbers may be limited.

6. Finance.

a. Items for payment: Borrowdale Institute Rosthwaite, electricity for Christmas Lights £55.00
b. Squirrel project funding. This approved from The Keswick Neighbourhood Forum. There were various reasons why we had not received it yet.
c. Citizens Advice Allerdale. The donation the council made had been received with thanks.
d. Clerk’s Request for Broadband. This was discussed by the Council. Resolved: The costs should be split three ways as the telephone/computer was previously.
e. Chairman’s petrol expenses to Torpenhow. Resolved: To be paid at next meeting.

Parish Council Web Site: The programme is set up with introduction and picture at Borrowdale.org.uk Minutes and agendas of previous meetings will be on it, the bus timetables and later the summer bus timetables. Those council members who had seen it were very pleased, and hope people in the valley and visitors will use it.
Honister Rambler Bus: The Service is to be continued during the summer months,2007.

a. Roadside verges: J Bennett had a meeting with the Highways Engineer on 17th November to discuss which parts of the valley were to be attended to them and which was the responsibility of either the National Trust or National Park. No work has been done.
b. Vacancy for new Council Member: This had been advertised but no one had replied. Resolved: An Appointment will now be made at the May Elections.
c. Key Points to recent meetings that CALC have attended on behalf of Parish Councils the most important one being the continuing discussions about the Lake District National Park becoming a World Heritage Site.

5. Correspondence Received.

a. LDNPA: Improvements in working with Parish Councils. Future dates of meetings.
b. LDNPA: Development Framework our ideas asked for to progress with this. A. Webb and Mrs V Metcalfe to complete the form.
c. CALC: Our thoughts on Neighbourhood Forums, form to be completed.
d. Wind Farms: Their relationship to proposed sites around the National Park.
e. Rural Post Offices: Details and poster supporting these being retained in rural areas such as ours. The notices will be put up asking people to support the one at Stonethwaite in the Borrowdale Valley.
f. Vision at a glance Allerdale: Their form to be completed with our comments.
g. Local Citizens Advice in Keswick: Request by Allerdale to make a donation to this organisation. S Hicks proposed and G Metcalfe seconded and a donation of £25 will been given.
h. Hospital Update: County Council to work closer with Social Services. New PCT Chairman held an introductory meeting at which it was said that it was hoped that patients could be cared for at home or as near as possible to home. One problem with local hospitals is that the staff at them are not usually quite so highly trained as at the Acute ones. D/Cll had been to a recent meeting and said the situation was a mess! The Clerk had received a copy for circulation of a report summary commissioned by “The Joint League of Friends of all Community Hospitals” The Parish Council continue to support Keswick Hospital.

b. Budget 2007/2008: Details of known payments and Estimated Expenditure 2007/2008 were circulated and discussed. Council were advised that the May election could be contested and therefore £500 should be included in the precept required to cover this.

Barrow House Y.H.A: Invitation to attend opening of the new Hydro Scheme Water Turbine, that has been recently installed. S. Hicks and Miss D. Howarth to attend.

Cumbria Tourism have asked for comments from the council relating to the barn being used once again as a tourist information point run by them. A touch type screen so that people can access the information about the area and accommodation details they need. This would be run in conjunction with Mark Weir (owner of Honister Slate Quarries) and a craft and mining related retail outlet. Eden Housing Association had requested the barn be developed for local housing. PC had reservations about this because of the narrow bend, children playing and car parking for the residents.

8. Matters for Information.

a. Keswick Neighbourhood Forum: - next meeting 30th November 2006. Our request for the funding of Squirrel Traps had been questioned once again. Resolved: Clerk had sent off more support documents.

b. Ashness Lane End: Reflector strips had been placed here by Highways and would certainly stop people parking and point out the wall edge. A complaint was made about their appearance, council decided to leave matter for now, as work was done.

c. Election Registration Officers: A resident found to help do this work.

d. Middle Howe Bus Shelter: Resolve: Broken glass to be dealt with by G Metcalfe.

e. Bus Shelters Stonethwaite Lane End and Middle Howe: Resolved: Clerk to ask Robert Edmondson to carry out the work before winter.
f. Grange Bus Stop Stone Seat: This has been mended and placed back by Mark Weir. Resolved: Clerk to write and thank.

The council thanked Mr Jenkinson for very many years service as a councillor and all the work he had done for it over the years. Everyone wished him a happy retirement with his family.

k. Vacancy for a New Councillor: Resolved: An appointment will be made. Clerk will do so by the usual route.

l. Christmas Lights: These were left by the company last year so it was decided that they would be used again this year and that every one would be invited to a switch on but just kept low key this year. Resolved: The Parish Council would pay for new replacement light bulbs.

4. Clerk’s Report.

a. Roadside verges green areas drains and road gutters: The future of the odd tree at Ashness Lane End is not resolved. The Clerk and J Bennett had heard nothing from the council about any of the above concerns relating to lack of maintenance. D/Cll T Heslop will raise our concerns with Highways.
Resolved: Clerk will write a strong letter once again pointing out the neglect, Highways are responsible for the safety of the Public on the valley road as now the little paths have almost disappeared under the growth of tree saplings, grass and weed. “Safeways to School” this policy can not be followed.

b. Pubic Transport: Honister Rambler Bus. Further support is needed to retain this valuable service. Keswick Town Council have written supporting our concerns. The Clerk has not heard from Above Derwent Parish Council or Lorton and Buttermere since writing to them.

c. Resource Cumbria: Local refuge collection unlikely to change in the next year except in the Troutdale Valley were residents have the bins at the end of the lane since the lorry turned over. Allerdale are hoping for some smaller lorries so they can recycle more from rural areas. Booths had been approached for plastic recycling but were now not interested so Allerdale is considering reorganising the Bell’s Close car park.
N.B. Two companies are biding for next year’s contract with Allerdale, one buries waste the other burns.

d. National Trust: Concerns were raised about a single person already with a home in the valley being able to rent the three bedded Croft Farm from the National Trust. Council would like to point out to the N.T. that letting their properties to families would help maintain the community and keep families in the valley.
Resolved: The Clerk to ask the National Trust about their Housing Policy.

e. Monthly Planning Meetings: This was discussed because of controversial planning applications and it was decided that these should be looked at by the whole council.
Resolved : The Clerk to arrange a meeting, the last Wednesday of the alternate month if applications have been received.

a. Getting Around Cumbria: Chairman dealt with this questionnaire.

b. LDNPA Review of Planning Policies: Statement of Community Involvement:

c. Election Registration Office: Allerdale asking for help with preparation of Election Register. Sam Hicks will enquire if anyone is willing.

d. CALC Road Show: A talk about organisation of council business tailored to our council. Borrowdale will not be taking this offer up at present.

e. Digital TV: This is coming to The Boarder Region first as a trial period, and we will be kept informed. Concerns about satellite dishes and reception in this valley were raised.

Stonethwaite Farm and Hollows Farm Barns: These are small buildings submitted under the Notification of Intention Procedure. Parish councils are not consulted on such applications and the National park has to deal with them within 28 days.

Seatoller Barn: Report from Eden Housing, Clerk to ask Eden Housing if they will show us their plans when they are completed.
Old School at Grange: Eden Housing are no longer involved with plans for this.

10. Matters for Information.

a. Keswick Neighbourhood Forum: Additional meeting was held to discuss the future of the Fire Service in Cumbria. Gary Metcalfe attended and reported on it to the meeting. It was also well reported in the local newspapers.

b. Brackenthwaite Common Keskadale: This Ancient Woodland is to be fenced to prevent heavy grazing by sheep between the trees as this is an area of rare Oakwood upland habitat.

c. Bus Stop Shelters and Notice Boards: Resolved: Clerk to make arrangements for repairs, some have been done since the last meeting.

d. Gambling Licensing Policy: Allerdale B.C. seeking public views on it’s draft statement.

e. Offer of Broadband Connection: Offer expensive for this council.

f. World Heritage Group rep. National Park: Further talks taking place and there will be full consultation with interested parties in due course.

g. Ashness Lane End: Still no answer about the odd tree, and cars being parked there now the road is wider after the repair was done. Resolved. The clerk to suggest no waiting signs be reinstated or reflector strips, large cobbles or the tree cut and laid down.
As discussed and Minuted earlier in the evening, a meeting of the parish council to discuss planning applications received by the clerk during the last month will be arranged for the last Wednesday in August.

6. Clerk's Report.

The Clerk and J Bennett had heard nothing from the council about any of the above concerns relating to lack of maintenance. The hedge has been laid between Red Brow and Yew Crags and the N.T. have cut back most of the trees along the road sides. Our thanks to those responsible for making these areas look so much tidier. Resolved: Clerk to write to Allerdale with our concerns and about all the many pot holes.
b. Pubic Transport:
Bus times have been improved in the early morning. We must keep pressing for funding to be found for the full service of Honister Rambler Bus to be retained. Resolved: The Clerk to speak to the other Parish Councils affected, Keswick Town Council and write to the M.P. It does not send out a very good message to cut the one bus route that is so well supported by both visitors and locals.

7. Correspondence Received.

a. LDNPA: Green Road Driving: Seathwaite to Stockley Bridge, the vehicular rights to be extinguished Stonethwaite to Blackmoss Pot, OCR and presumed vehicular rights will remain.
b. Recourse Cumbria: Borrowdale has concerns about a proposed appraisal of the rubbish collection in the Valley as a number of properties have restricted entrance. Resolved: The clerk to ask that the residents are included in this appraisal.
c. Charter 88: Early Day Motion. This is to try and preserve the typical high street and small shops. Resolved: Council are to support this. "Sustainable Communities Bill."
d. Cumbria Playing Fields: No reason to support at present.

8. Finance.

The Annual Summary of Receipts and Payments. Copies were circulated to council members and they were discussed. The new internal auditor is Neil Westwell. Resolved: that the Annual Accounts for 2005/2006 be approved and Annual Return sent off to the Audit Commission. Proposed by B Jenkinson, Seconded by D Robinson.

9. Planning Matters.

b. Grange Old Joinery: Enforcement officer looked at this concern, occupants have a business in town so a right to live in this property. Concerns by the council as it seems any one can come into a property if they have just started a business. This property now look uncared for. Resolved: Clerk to make further enquires.

10. Matters for Information.

a. Keswick Neighbourhood Forum: Grant Form for funding the Red Squirrel Project to be sent.
b. Keswick Hospital: The situation in relation to this hospital. North Cumbria PCT’s will disappear and one formed called North West PCT. There does not seem to be enough money to fund both Acute hospitals in West Cumbria. There is a high cost of the CueDoc and a rumour that Keswick Ambulance Station might close. Our attention to local press reports is asked for and any action needed given.
c. Bus Stop Shelters and Notice Boards: A Spring report and tidy up was necessary.Resolved: Clerk to make arrangements for repairs. (Grange notice board has been repaired.) The Stone Seat at Grange by the bus stop. The bus stops at the Howe and Stonethwaite lane end have slates missing ( B Jenkinson has spare ones)
d. The Red Squirrel Project: Three traps are now set and five grey squirrels caught to date. Great Wood, Johnny Wood and Leathes Head Hotel woods. The trap at Leathes Head may be relocated to the Hollows Lane area as grey squirrels are often reported to be seen there. The National Trust are providing the money for the food to put in the traps and supporting the project The Forestry Commission will also help. Two further traps are being made for us. This project has really brought the people of the Valley together and the response has been so positive. So much support has been found to help to prevent the grey squirrels pushing out our native red squirrel population.

Date of Next Meeting. Due to unforeseen circumstances the date of the next meeting has to be changed. The members of the council agreed to hold it a week later. Resolved: The Clerk will make the necessary alterations to the notices and inform people. MINUTES of The Annual Parish Meeting held at the Borrowdale Institute, Rosthwaite, on Wednesday 31st May 2006 at 7.30pm.

Present: D Robinson (Chairman) J Bennett, S Hicks, W Jenkinson, Mrs V Metcalfe, A Webb and Mrs S Bickerdyke (Clerk).
Also present: P Barron (NP) and two members of the public, Mr and Mrs Herring.

1. Minutes

All members had received a copy of the Minutes.
Resolved: that the Minutes of the meeting held on 25 May 2005 be confirmed and signed by the Chairman.

2. Chairman‘s Report.

This year seems to have been fairly typical and has seen old issues and problems continue to frustrate us. Sam's 20 year rule for getting anything done in terms of Count and Allerdale seems to be still very true. Our endless requests for basic work on roads, gutters and drains take up hours of Sally's valuable time and sometimes seem to be all we do. That said we have seen some good improvements in some area such as the hedge between Rosthwaite and Red brow, as well as tree trimming elsewhere in the valley. Much of this is down to Sally's dogged insistence on not letting County and Allerdale ignore us.

Parish plan projects are still moving slowly forward with possible progress on the play ground, although we must now wait until after Lambing for a meeting with Joe and the trust. The footpath to The School has seen little progress as yet. The Red Squirrel project is now up and running and is very successful thanks to John for the time and effort put in here.

Local housing has been a major issue this year and is likely to continue to be so. I feel it is vital that the council continues to fulfil its role representing the local community in this matter. Our role will really be mostly to do with planning applications. However I feel it is also part of our role to actively explore possible sites and promote schemes. I hope Vanessa's investigation into setting up our own housing trust brings about something.

I feel the council is working well and whilst not as active as some, we are moving forward on some good schemes. We should try to continue this good start and take on more projects in the valley. I am particularly pleased that more valley residents are aware of our existence and work. I would like to see much more public participation and would like to see us improve communication with our residents. It has been a rewarding two years as Chairman. I have enjoyed the role, but am now very happy to pass it on to someone else.

3. Financial Report.

The Audit Commission had approved of the Receipts and Payments Report for 2004/2005 and statutory notices displayed on parish notice-boards.
The Clerk distributed copies of the Receipts and Payments Report for 2005/2006 and was able to report that the Internal Audit had been completed by the Internal Auditor, so the Accounts only awaited the Council’s approval before being submitted to the Audit Commission.
A formal letter of thanks is to be sent to Neil Westwell.

4. Public Question Time.


(a) Police. Fewer Police now on duty in the area so it is unlikely that a Police Constable will be able to attend Parish Council Meetings very often Apologies were given for one not being at this meeting.
Members of the council discussed the issue of cars being left on the road between Shepherd’s Crag and Newton Place.
Resolved: The clerk to speak to the Police about this problem.

3. Public Participation.


(a) Police Matters: PC Gavin Matthews is to be our Community Officer. Unfortunately he was unable to be present. Letter from Cumbria Police Authority stated that from 1st April 2007 the new Cumbria and Lancaster Constabulary will take effect.
(b) Grange Old School: Twelve People attended the meeting to see how the Parish Council were going to deal with the proposals made by the Parochial Church Council for the future of this building.
The Parish council listened to the concerns but cannot comment on what is happening at Grange Old School. It belongs to and is the responsibility of the Parochial Church Council and until any plans are submitted to the LDNPA Planning Office the council cannot comment. It is then that the LDNPA ask the P.C. to comment.
The Parish Council is committed to look at Local Housing needs in the whole of the Borrowdale Valley. A need was highlighted by the LDNPA acceptance of the housing survey done by Cumbria Rural Housing Trust in 2004/2005.
The Parish Council is actively looking at ways of setting up a Borrowdale Housing Trust. This has been done by other rural communities, either to buy back existing housing stock when they come on the market, for use by locals or any conversions or proposed new houses.

4. Clerk’s Report.


a. Ashness Lane End Road Repair. The Engineers are still working on it. An odd tree has been left. Resolved: Clerk to ask if this tree could be cut done as it serves no purpose.
b. Vacancy for a new Councillor. The Reminder notice provided two applicants so a vote was taken.
Resolved: that the Parish Council invite Gary Metcalf to become the new member.
c. Red Squirrels. Three traps have been made and so the squirrel committee will meet on Thursday 13th April at 7.30 at the Institute Rosthwaite to decide where the traps are to be placed and a rota of monitoring established. Interested people are welcome to help with this project. Greys were reported in the Hollows Lane area of Grange.
d. Cleaning of drains, roadside verges, greens etc. The Large machine had cleaned the drains in the valley and under Cat Bells. As yet there is no sign of the promised winter tidy up of verges etc. Pictures of the bad state were shown to the meeting and will be sent onto the Borough Council.
Resolved: The Clerk to inquire. The green has been kept nicely cut at Grange.
e. Lists of Councillors, Dates of Meetings and times of the Mobile Library Van in the Valley: They are all on the Parish Notice Boards now.

5. Correspondence Received.


a. LDNPA: Visioning building - David Robinson will report.
b. Cumbria County Council: Rights of way Improvement Plan -follow up letter.
c. Health Reviews and consultations: CALC had sent a report of these.

David Robinson paid tribute to his farther, Ken Robinson, who had died in December. He had served on the Borrowdale Parish Council for almost fifty years. David thanked everyone for their kind letters and support, and for attending the Funeral at Grange Methodist Church last month.

3. Public Participation.

Police Matters: No representative from the local police could be with us tonight but in their absence the matter of communications received from the Police Authority about the on going talks to amalgamate the North West Police Forces ie. Cumbria with Lancashire. This would be a huge geographical area and would leave us very remote as if major incidents were happening in Lancaster or Liverpool our police would surely be deployed there.

4. Clerk’s Report.


a. Ashness Lane End Road Repair. The Engineers are repairing this at present.
b. Rosthwaite Sewage. U.U. seem to have successfully cleaned their drains and the last rains have not brought the sewage up again. There had been a problem at the Hall one night but this must have been a local obstruction, however residents will go on monitoring the area.
c. Vacancy for a new Councillor. This is now advertised on our Notice Boards for two weeks.After 6th February a notice wll be placed in the Keswick Reminder. Depending on the result an extra meeting of the Council may be called.
d. Red Squirrels. John Bennett had received a positive response from his letter to the Keswick Reminder and now there were groups of people set up to help with squirrel trap monitoring in various parts of the valley. Much press coverage has been given recently to helping to keep the Red squirrels and control the Greys. We await the traps being made for us.
e. CALC Statements.
(1) World Heritage Site: Further consultation documents. - A communications Strategy -Principles for a Lake District World Heritage Management Plan
(2) Attendance at Planning Site Meetings: Councillors felt they had local knowledge and history of the area. LDNPA are contining their discussions with other National Parks. Maybe Parish Clerk’s be allowed to attend site visits so local factual information is given.
(3) LDNPA Partnership Meetings: The meeting had been attended by D Robinson and he reported. Housing and jobs were discussed. - Maybe the LDNPA could lobby outside bodies to help sort out our housing problems. NP to support wildlife and return NP to it’s biodiversity, access for everyone and not just from a car park, less paper work and more workers within the park.

5. Correspondence Received.


a. Notice of the Closure of all the Information Centres except, Keswick, Ullswater and Bowness Bay. There are on going talks to see if the Cumbria Tourist Board will take some of the others over. The NP has no money to continue running them.
b. Cumbria County Council Access Strategy: A document has been published bur no Councillor willing to read and make comments.

c. Seatoller Old Barn: This was closed last year by Nation Park. Its use for housing is being discussed.
d. Local Housing Association: Vanessa Metcalf is making investigations into a local housing association for Borrowdale. Curbing the spread of houses sold as holiday homes and no change of use being necessary, so limiting the hopes of local people being able to buy houses for themselves is a constant concern.

8. Matters for Information.


a. Keswick Neighbourhood Forum: Our Grant Form for help with the Red squirrel will be presented at a later meeting.
b. Parish Plan Follow up Meeting: A Councillor had recently attended a area P.P. debate and it was decided that a useful meeting could now be held here. The committee are arranging a date.
c. Christmas Lights from Power-Gen at Rosthwaite: This had been much appreciated by the people and well accepted, so a letter of thanks to be sent to Powergen.
d. Keswick Hospital: Further events are planned to raise awareness of the importance of Keswick Hospital and other rural ones threatened with closure. The Reminder has all the information and letters of objection are really wanted.
e. Valley Road And Greens: John Bennett had met with a representative from Highways to discuss the fact that grass was not cut in Borrowdale during the Summer months. A winter tidy up has been arranged to cut back all the saplings that have grown through walls and verges along the road sides and were the footpaths are. If the footpaths are cleaned a top dressing would help to preserve them from further deterioration and be safer to walk on. The greens in the valley will also be cut.
f. Honister Rambler Bus: This service will not continue beyond 2006 because there is no money. It is a well used bus complementing the Osprey Project, and keeping cars off the road. People use it to give them a variety of walks. We need to press for further funding.
g. New Auditor: Gordon Carmel who has been doing our books for the last few years would like to retire. The Chairman will make enquiries for a new person.
h. Mobile Business: Request to see how well we are served by these. There is now only the Mobile Library, Coal Merchant and Video Van.
i. Gritting to the School: Further unsuccessful requests have been made even to A. Butler from Highways when we met him at a recent meeting.

3. Public Participation.

Policing PC Tim Hine was representing Borrowdale tonight as the valley officers were both off duty. There was little crime to report, a few thefts from cars which had been left unattended, and some bogus telephone calls causing problems. There had been 10 mountain rescues this period. The Christmas Drink Drive Campain began that night.
Campsites: Hollows Farm This site is much better run now, with mainly families using it.
Stonethwaite: This site is undergoing changes. The N.T. is involved and some new behavioural orders will be established this winter.
Cockermouth and Keswick will possibly become one Policing Team. The present Chief Constable of Cumbria is keen on the local policing policy of community officers so whilst he’s in charge they will remain. There are discussions about Cumbria and Lancaster becoming one authority.


Red Squirrels: Val Edmondson and Alan Beck explained about the Red Squirrel project and had brought two grey squirrel traps with them to show the council.
The main idea is to prolong the time the red squirrels live in the area. Garden Trap controlled by electricity and the user. Only activated when the monitoring person is about so only greys are caught and dealt with. Wood land Trap to be used by a group of people monitoring it, for trapped greys.
The National Trust have a squirrel fund for Borrowdale, and the Parish Council said they would give some money for the traps.
Offers of help were made and a committee is to be set up.

A meeting will be set up to organise it all and to issue a press release.

4. Clerk’s Report.


a. Ashness Lane End Road Repair. The Engineers had been to look but the repair had not been done.
b. Stranded Pontoon. Today it has been moved.
c. Grange Bridge- River and Island. Some of the gravel will be moved at some time.
d. Rosthwaite Sewage. U.U. seem to have successfully cleaned their drains and the last flash floods have not brought the sewage up again.

5. Correspondence Received.


a. Bassenthwaite Lake Project: Borrowdale is part of this project and the top end of the Valley needs research done on water and gravel movement. Gravel is moving down and the camp site at Stonethwaite is one of the places where gravel is a problem. English Nature is involved looking at river form and potential management. Do trees on the banks slow the river down or not? The river flows too fast into Derwent Water. These are some of the factors being looked at.
b. LDNPA: Submission draft statement of community involvement. Planning sub. committee will comment on this.

6. Finance.


a. Estimated Expenditure 2006/2007. The Council discussed the details of the estimated expenditure which the clerk presented for the following year.
Resolved: The PRECEPT to be set for £2500.00 which will allow for a few unknown projects.
b. Clerk’s salary was discussed by the council. Resolved: From 2006/2007 3hours per week will be paid, at the basic rate. SCP Scale £7.622 per hour £1.125 per year.
c. Squirrel Project: Resolved: £500 be given towards the cost of traps and feed.
d. Items for Payment. Clerk’s Expenses. £57.82
Resolved: That this amount be authorised for payment.

7. Planning Matters.


Permission Granted: Seathwaite Farm Barn 2191, Keswick Trans. Station 2156, Chapel Field 2217
With Planning Board: Keswick Maritime & Coastguard 2028

Discussed at meeting:
a. Notice of road closure U2221 Yew Tree Farm Rosthwaite for re-roofing of a barn.
b. Youdale Knot. The National Park Enforcement Officer reported that a site visit had been made so it was resolved that we would not pursue the matter of the static caravan here further for the present.
d. Deer Close. 04/2396. Confirmation by the planning officer that there have been slight alterations to some windows but these are not a planning matter.
e. Grange Old School. No further news.
f. Lodore Falls Hotel 05/2232 The council approved of these alterations and had no comments.

8. Matters for Information.


a. Keswick Neighbourhood Forum. Our grant form and request for help with the Red Squirrel project was not even put to the recent meeting. Council members want to know why? Clerk will ask.
b. Water on the road. C/Cll E. Barraclough reported that roads and drains should be kept repaired and drains cleaned. This was a continuing problem.
c. Christmas Lights from Power-Gen at Rosthwaite. A project from the company to light up the wettest place in England is being organised this Christmas and because Seathwaite is not a practical place to light up Rosthwaite has been chosen. Weatherman Michael Fish has been asked to turn them on and for every one to attend this event.
d. Keswick Hospital: Proposed closure. A meeting at Keswick was supported by everyone to try and prevent this happening. We must fight this proposal and also that of closing other Cottage Hospitals in Cumbria. Letters to be written to local M.P’s, The Secretary of State, and North Cumbria Primary Care Trust.
Resolved: To advertise and target everyone in the Parish, residents, second home owners and visitors. House to house raising awareness of this dilemma. A Meeting of council members to be arranged in the next few days.
e. Highways John Bennett had arranged a meeting with some residents and a representative from Highways to discuss the fact that grass was not cut in Borrowdale during the Summer months and it was hoped that a winter tidy up could be arranged.
f. A list of the proposed dates for meetings next year was handed out. Resolved: It was decided that this list should be placed on the all the notice boards in the New Year.
